Los Angeles tap water is safe to drink by EPA and California standards — that is not in dispute. But "safe" and "clean" are not the same thing, and many LA homeowners are surprised to learn what is actually in their water even after it passes all regulatory tests. Here is a plain-language breakdown of what LADWP water contains, what each component does to your home and health, and what actually removes it.
Los Angeles gets its water from three main sources, blended in varying proportions depending on the season and availability:
The specific blend at your tap changes throughout the year based on rainfall, snowpack, and water rights. This is one reason why your water quality can vary noticeably by season — harder and more minerally in dry years when more Colorado River water is used, somewhat softer in wet years when more Northern California water is available.
This is the most important thing most LA residents do not know about their water. Unlike many US cities that use free chlorine for disinfection, LADWP uses chloramines — a combination of chlorine and ammonia. Chloramines were adopted because they are more stable than free chlorine and persist longer in the distribution system, providing ongoing disinfection protection as water travels through hundreds of miles of pipes before reaching your tap.
The downside: chloramines are harder to remove than free chlorine and produce different (and in some cases more concerning) disinfection byproducts when they react with organic matter in the water. The chloramine smell — that distinct "swimming pool" odor from your tap — is actually more persistent than chlorine smell because chloramines do not off-gas as quickly.
Los Angeles water is classified as very hard. Depending on your neighborhood and the current source blend, your water hardness likely falls between 200 and 400 milligrams per liter (mg/L) of dissolved calcium and magnesium. For context:
Hard water is not a health concern — calcium and magnesium are essential minerals — but the scale they deposit on everything they touch is an expensive problem. Scale buildup is the primary cause of premature water heater failure in LA, the white residue on your showerhead and faucets, the spotting on glassware from the dishwasher, and the reduced efficiency of every heating element in your home.

When chloramines react with naturally occurring organic matter in the water supply, they form disinfection byproducts — primarily trihalomethanes (THMs) and haloacetic acids (HAAs). However, they are classified as possible human carcinogens, and their presence in drinking water has been the subject of ongoing research and regulatory tightening over the past two decades.

LA's water distribution infrastructure includes pipes that range from recently installed to well over a century old.
